The name simply means: very high quality crushed jasmine tea, yes, jasmine tea alone. Jasmine tea is produced and transported in such a way that some of the tea leaves and flowers can become fragments, which are collected by the tea makers and sold cheaply.
This tea has been very popular in northern China since the Qing Dynasty, as jasmine tea is not produced in northern China and it has to be transported from the south, where a large amount of tea is squeezed during the transport process. The average person who cannot afford a high grade flower tea will buy this tea, which also tastes very good and it is relatively resistant to brewing, so a pot of hot tea a day is usually enough for a family and very affordable.
Many northern Chinese novelists have written about this tea, and they found it a treat to brew a pot of high crushed under a grape trellis in summer or autumn, admiring the clear blue sky and the geese flying south in northern China.
Today, the tea is made into tea bags or used as a tea base for flavoured teas.
